Minutes of August 21, 2006 Council Meeting

Meeting was called to order with the pledge to the flag.
The West Alexandria Village Council met in regular session in the Town Hall Monday, August 21, 2006. Those Council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, and Russ Schenck. Greg Thompson was excused.
Motion:
Carol Lunsford moved to approve the minutes of the meeting on August 7, 2006, seconded by David Mays. VV: 5 yea.
Bills #28270-28302 and 10613-10625 totaling $91,904.06 were presented to council for payment.
Motion:
David Mays moved to pay the village bills, seconded by Ian Campbell. Roll call vote: 5 yea.

Guest:
Karen Mays, T. L. Timson, Chief Webb, Elizabeth Saunders, Chris Day, Chief Martin, Lori Parker, Martha Maggard, Aaron Maggard, Amanda Collins, Marty Tharp, and Cari Helling.

CORRESPONDENCE:
None.

RESOLUTIONS/ORDINANCES:
Mayor Suggs reported to council that a street light assessment needs to be considered.  The assessment is currently $30 per lot.  Chris Day stated that to be self-sufficient the village should assess approximately $37-$38 per lot. 
Motion:
Russ Schenck moved to assess $37.00 per lot, seconded by David Mays. Roll call vote: 5 yea. First reading of Resolution Providing that the Owner of Each Lot within the Village of West Alexandria, Preble County, Ohio, Shall Be Assessed an Estimated Amount of Thirty-Seven Dollars with the Funds So Collected Being Used to Continue Street Lighting at Its Present Level by title.

Ron Nisius moved to waive three readings, seconded by Ian Campbell. Roll call vote: 5 yea.

Ron Nisius moved to adopt the resolution, seconded by David Mays. Roll call vote: 5 yea.
Second reading of Resolution Amending 2006 Estimated Revenue and Appropriations by title.
Motion:
Russ Schenck moved to waive three readings, seconded by Ron Nisius. Roll call vote: 5 yea.
Motion:
Ian Campbell moved to adopt the resolution, seconded by David Mays. Roll call vote; 5 yea.

EMS:
Chief Martin presented Judy Myers-Corn, who is retiring from EMS with 25 years of service, with an award. Judy and Rhonda started together on squad. Chief Martin also presented Larry Corn an award for 17 years of service.  Council asked when the new medic would arrive. The company is currently working on the inside of the unit.  Chief Martin reported that there will be a memorial service at Preble Memory Gardens for those who died as a result of terrorist attacks and to thank the Emergency Services Professionals and their families on September 10th.

ASSISTANT VILLAGE ADMINISTRATOR:
Chris Day reported that they are laying block at the WTP and the filter was delivered.  Scott Sollenberger resigned. Mr. Day is currently seeking another worker. The fire department is putting a bell in front of their building.

MAYOR:
Mayor Suggs reported that he is working on a property evaluation sheet and obtaining a list of properties needing maintenance.

CLERK:

Judy Myers-Corn gave the monthly report for July. Carol Lunsford asked if the police department knows about the DUIL Agency Fund. Clerk replied yes and said that the police department was getting ready to purchase some items.
