Minutes of August 7, 2006 Council Meeting(cont)


Motion:
Carol Lunsford moved to approve the Mayor's appointment and pay Mr. Gasper $13.00 an hour, seconded by Ian Campbell. VV: 4 yea.   Mayor Suggs swore Mr. Gasper into office.  The department sent out letters requesting donations for bike racks.   Wal-Mart donated two bike racks.   Rohm & Haas donated $500 for shirts for special details.  The department is participating at the community picnic.

EMS:
Mayor read resignations from Larry Corn and Judy Myers-Corn with deepest regrets.
Motion:
David Mays moved to accept the resignations.   Seconded by Ian Campbell.   Mayor Suggs stated that he appreciated their years of service. VV: 4 yea.

FIRE:
Mayor Suggs read a letter, of resignation from Brian DeVilbiss from the fire department.
Motion:
Russ Schenck moved to accept his resignation, seconded by David Mays. VV: 4 yea.

BUDGET:
David Mays reminded department heads to get their 2007 budgets in to him.  He needs a list of e-mail addresses for department heads.

OLD BUSINESS:
Mayor reported that there has been vandalism at the Smith Street Park on the playground equipment.  The equipment has been cleaned.  Someone has also been covering the picnic tables with graffiti. The tables will have to be painted.  The second village newsletter was mailed.

NEW BUSINESS:
Mayor stated that Lanier Township trustees brought up the idea of a joint park district.  The village may do this by resolution.  The resolution would have to state the number of board members and how they would be selected.  Any legislative authority that is part of the district may contribute money.  Fees may be charged.  A levy may be place on the ballot by the park district.  The school board could be part of the district.  David Mays is concerned about putting levies on the ballot at this time, because it is hard to get a levy passed.  Russ Schenck suggested having a general public work session August 28th at 7:00 P.M. with the township trustees.  He suggested the Mayor send a letter of information to the township trustees.  Mayor Suggs agreed to do this.  Russ Schenck reported that Jim Gross met with the planning commission to give details on his plans for development.  He proposed general business along Dayton Street then a R-2 district to R-1B district.  The planning commission suggested a different kind of district rather than R-2 for a buffer. Mr. Gross stated this was approximately a twenty year plan.  The planning commission will have a special meeting August 21st at 6:00 P.M. - a work shop. They would like council's input.  Chief Webb asked about sending a letter to the bank to secure the old grain elevator.
