Minutes of August 7, 2006 Council Meeting
Meeting was called to order with the pledge to the flag. The West Alexandria Village Council met in regular session in the Town Hall Monday, August 7, 2006. Those Council persons present were Ian Campbell, Carol Lunsford, David Mays, and Russ Schenck. Ron Nisius and Greg Thompson were excused. Motion: Carol Lunsford moved to approve the minutes of the meeting on July 17, 2006, seconded by David Mays. VV: 4 yea. Bills #28228-28269 and 10591-10612 totaling $69,989.25 were presented to council for payment. Carol Lunsford questioned the bill for Dave Tobias. Chris Day explained that it was half the cost for 2 corporations signs, truck decals, police department sign, and the mayor's beautification award. Motion: David Mays moved to pay the village bills, seconded by Ian Campbell. Roll call vote: 4 yea.
GUESTS: Karen Mays, Ken Tubesing, Kelsey Helmer, Sgt. Timson, Terri Lawson, Mike Lawson, Chief Webb, Tony Gasper# Charlene Whitaker, and Chris Day.
CORRESPONDENCE: Letter from State Auditor in reference House Bill 66. Private industry has to fill out paperwork for state if the contract is over $25,000.
RESOLUTIONS/ORDINANCES: First reading of Resolution Amending Estimated Revenue and Appropriations for 2006 by title.
VILLAGE ADMINISTRATOR: Chris Day gave a written report to council. The last pour of concrete for the decking at the WTP is scheduled for Wednesday. The filter is scheduled to arrive Thursday. The block masons will be here next week. There are two sections of Curb on Dayton Street that will be torn out and replaced this week. The curbs and parking spaces still need to be painted. The paving is completed in town. There is still a small water puddle in the curve at Central Avenue. Mr. Day is in the process of scheduling the pavers to come in and mill down one high spot to allow the water to drain. The clerk has been giving American Legal Publishing updates so the village ordinances can be recodified. Mr. Day is making a list of properties that need notices to clean up junk and debris. Bids have been awarded to C A Shindeldeckers for the construction work and Rath Builders for the materials for the Brock Ditch Project. Chris also explained that the village will go through the state for Issue II funding for the WWTP.
CLERK: Some line items need to be transferred. Motion: Carol Lunsford moved to transfer the following line items:

POLICE: Chief Webb gave his monthly report. He has a plaque for Tom Smith for his years of service. He signed a contract for the P.A.S.S. program. Tim Timson has completed his probationary period for a full time officer. Chief Webb is recommending Sgt. Timson be moved to the assistant chief position and Anthony Gasper to the third full time position. Chief Webb recommends that starting pay be $13.00 per hour for each officer. Mayor Suggs appointed Tim Timson Assistant Chief of Police. Motion: Russ Schenck moved to approve the Mayor's appointment and pay Mr. Timson $13.00 an hour, seconded by David Mays. VV: 4 yea. Mayor Suggs swore Mr. Timson in. Mayor Suggs appointed Anthony Gasper as a full time sergeant.
