Minutes of July 17, 2006 Meeting


Meeting was called to order with the pledge to the flag.
The West Alexandria Village Council met in regular session in the Town Hall Monday, July 17, 2006. Those Council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson.
Motion:
David Mays moved to approve the minutes of the meeting on July 03, 2006, seconded by Ron Nisius. VV: 6 yea.
Bills #28204-28227 and 10577-10590 totaling $38,821.46 were presented to council for payment.
Motion:
Carol Lunsford moved to pay the village bills, seconded by Ron Nisius. Roll call vote: 6 yea.

GUESTS:
Karen Mays, Darrel Day, Elizabeth Saunders, Debbie Elmore, Edna Shiverdecker, Connie Lanthrop, Rod Good, Tom Smith, Chief Webb, Chief Martin, and Barb Schmidt.  Rod Good, Lanier Township trustee, is interested in thoughts about the pool.  Mayor Suggs stated that the village had a public hearing to discuss the pool. Council tabled anything further on the pool. They are waiting to see if an organization or group will come forward to run the pool. Council is also looking at other options. Over a 9 year time span the pool had a loss of approximately $181,000. The village would be willing to lease the pool as they do the ball park.  Mr. Good wanted to know if the pool has to stay open for a certain number of years because grant money is concerned. He stated the township is interested - maybe the two entities together could get grant money.  David Mays explained that for the grants the village received, the village had to contribute at least 25% of the project cost. The village is not able to spend much money currently because of the Gasper Township lawsuit against the village.  Greg Thompson mentioned that the village put a park levy on the ballot. It was defeated. The pool was closed.
Carol Lunsford thanked Connie Lanthrop and Rod Good for coming tonight and their interest in the pool.  Russ Schenck suggested that the solicitor search for information on a park board. Then Lanier and Twin Townships could meet with the village council. The pool is not the source of recreation that it was once. Children have more things to do today.  Edna Shiverdecker asked about the money the village might have to pay back to the county. Mayor Suggs replied that the village is currently fighting the lawsuit - six villages have signed. Another council authorized the mayor to sign, but the mayor has been on vacation. Some of the villages could survive paying back the money, but some could not survive.  Edna Shiverdecker stated that W. Second Street needs paved and she would like to see some alleys paved.  A citizen stated she liked the work done on Dayton
Street.
CORRESPONDENCE:
Letter from Ohio Historical Society in reference to the old depot. They are sending a letter to Washington recommending the depot be nominated for the national registry.  ODNR was scheduled to map for modernization in 2006, but it was pushed back to 2008.

RESOLUTIONS/ORDTNANCES:
None.

VILLAGE ADMINISTRATOR:
Mayor Suggs reported the Barrett Paving Company will be in the village by the end of the week.
The deck of the first floor of the WTP will be poured soon.  He and Chris Day are fine tuning the check list on property maintenance violations.
CLERK:
Gave June report. Some line transfers need to be done. 
Motion:
Carol Lunsford moved to transfer $3406.47 from state auditor fees to solicitor in the general fund and $1400 from refunds to benefits in the income tax fund, seconded by David Mays. Roll call vote: 6 yea.

POLICE:
Chief Webb has a letter of resignation from Tom Smith as Assistant Police Chief effective July 28, 2006 because he accepted a position with the Preble County Sheriff's Office. Mayor read the letter with regret. Mayor thanked Tom for his years of service to the village.
Motion:
Russ Schenck moved to accept Tom Smith's resignation with regret, seconded by David Mays. Roll call vote: 6 yea.
Chief Webb stated that seven applicants have applied for the position. The chief will interview the applicants.
