Minutes of June 5, 2006 Meeting
Meeting was called to order with the pledge to the flag. The West Alexandria Village Council met in regular session in the Town Hall Monday, June 5, 2006. Those Council persons present were Carol Lunsford, Ron Nisius, Russ Schenck, and Greg Thompson. David Mays was excused. Ian Campbell arrived late. Motion: Ron Nisius moved to approve the minutes of the meeting on May 15 2006, seconded by Carol Lunsford. VV: 4 yea. Ian Campbell arrived at 7:01 P.M. Bills #28090-28132 and 10520-10543 totaling $49,088.56 were presented to council for payment. Motion: Russ Schenck moved to pay the village bills, seconded by Greg Thompson. Clerk explained that Bill Bliss and Brian DeVilbiss did not turn in the entire mileage for reimbursement. Roll call vote: 5 yea.
GUESTS: Elizabeth Saunders, Travis Saunders, Lynn Voge, Eric Voge, Diana Spencer, Debbie Elmore, Edna Shiverdecker, Charles Webb, Chris Day, Ross Mullins, Angela Smith, Athena Pill, Rhonda Martin, Barbara Schmidt, Jerry Carter III, Anita Kouts, Linda Fitzwater, Tina Wagers, Paula Penny, Dawn Culross, Marcia Duncan, Brian Wise, Mindy Wise, David Duncan, Leah Perry, Michael Haston, Danny Pill, Levi Crumbaker, Tialer Schmidt, and Allie Schmidt. Edna Shiverdecker asked where village income tax money goes. Clerk explained that it is distributed to several funds such as fire, street, and general. Edna also asked when Dayton Street will be paved. Chris Day replied that the state should pave it in the next 2-3 weeks.
RESOLUTIONS/ORDINANCES: First reading of Ordinance Setting Wages for a Part Time General Laborer by title. Motion: Greg Thompson moved to waive three readings, seconded by Ron Nisius. Roll call vote: 5 yea. Motion: Russ Schenck moved to adopt the ordinance, seconded by Greg Thompson. Roll call vote: 5 yea.
ASSISTANT VILLAGE ADMINISTRATOR: Chris Day gave a written report to Council. The bid for asphalt came in at $27,775.52, $2,775.52 over the original $25,000 estimate. Motion: Greg Thompson moved to transfer $2776.00 from CDBG line item to supplies line item in the Street C, M, & R Fund, seconded by Ian Campbell. Roll call vote: 5 yea. Money was budgeted in the 2006 budget for recodifying the village ordinances. The company will bill and the village can pay over two years. Beside the hard copy the ordinances will also be put on the web site. There is a $200 fee for updating every year as well as a cost per page. Mr. Day has a proposal from Kramer & Associates for a legal description of the entire village for a cost of $3260.00. Rick Faber stated this description would clean up the record and be useful for future annexations. Clerk mentioned that line items would need to be transferred to cover this proposal. Motion: Greg Thompson moved to have Kramer & Associates do the legal description and transfer $3260.00 from council contract service to buildings and grounds contract service in the general fund, seconded by Russ Schenck. Roll call vote: 5 yea. Chris Day has sent notices to property owners about cleaning up property. A citizen asked what if the person is not capable of cleaning up the property or can not afford to do it. Mr. Day stated that there is a paragraph in the notice to call the office if there are any problems. Paula Penny thought it was a good idea to send notices to people to mow.
EMS: Chief Martin reported that both units are in service. Carol Lunsford thanked the EMS for their assistance to Eaton during the funeral service for Mr. Walker.
POLICE: Chief Webb gave the report for May. The department participated in the "Click it or ticket" campaign during Memorial Day weekend. They will be qualifying this week. Summer school starts next week.
