Minutes of December 18,2006


Meeting was called to order with the pledge to the flag.

The West Alexandria Village Council met in regular session in the Town Hall on Monday, December 18, 2006. Those council persons present were Ian Campbell, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson. Carol Lunsford arrived late.
Motion:
Greg Thompson moved to approve the minutes of the meeting on December 4, 2006, seconded by David Mays. VV: 5 yea.

Bills #28518 - 28551 and 10759 - 10783 totaling $62,414.77 were presented to Council for payment.
Motion:
Greg Thompson moved to pay the bills, seconded by David Mays. Roll call vote: 5 yea.

GUESTS:
Karen Mays, Chris Day, Chief Webb, Thomas Welch, and Ray Waldeck.
Thomas Welch, representing Twin Township trustees, wants some things changed on the fire and EMS contracts. Mayor Suggs told Mr. Welch that the paragraph about termination without notification for late payment dates back to 1989. Twin Township would like to see the paragraph about "30 days written notice for termination by either party" to be changed to 90 days. David Mays asked if that had been a problem in the past. Mr. Welch said no. The township wants to keep monthly payments.

Carol Lunsford arrived at 7:15 P.M.

Richard Faber suggested keeping the contracts the same this year, since it is so late, and discuss changing the contracts next year.  Mr. Welch asked about the fire contract which said Lanier instead of Twin in one place. The clerk replied that it was a typographical error and that it had been corrected.  David Mays said that Council would keep the contracts as is this year, since Lanier has already signed their contracts. The village would discuss making changes on the EMS contract with Twin next year.  Mr. Welch stated that Twin's next meeting is December 30th. They might have a special meeting to sign the contracts.

ASSISTANT VILLAGE ADMINISTRATOR:
Chris Day stated that the WTP(
Water Treatment Plant) is moving forward. The startup will probably be the first week of January.

CLERK:
Gave the November financial report. Twin Valley Bank has sent an application for a public depository for 2007-2011.
Motion:
Russ Schenck moved to accept Twin Valley Bank as a public depository and authorize the Mayor to sign, seconded by Greg Thompson. Roll call vote: 6 yea.

INCOME TAX ADMINISTRATOR: 
Karen Mays gave a written report. Government Accounting Solutions gave a discount on their software.

SAFETY COMMITTEE:
Russ Schenck reported that Lanier Township has signed the contracts. Twin Township will be signing the contracts at their next meeting. Mayor Suggs stated that in future there will only be one informational meeting for the townships.
