Minutes of May15, 2006 Council Meeting

Meeting was called to order with the pledge to the flag.
The West Alexandria Village Council met in regular session in the Town Hall Monday, May 15, 2006. Those Council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson.
Motion:
Greg Thompson moved to approve the minutes of the meeting on May 1,2006, seconded by David Mays. VV: 6 yea.  Bills #28048-28089 and 10505-10519 totaling $56,530.16 were presented to council for payment.
Motion:
David Mays moved to pay the village bills, seconded by Russ Schenck. Roll call vote: 6 yea.

GUESTS:
Chris Day, Ken Tubesing, Elizabeth Saunders, Karen Mays, and Edna Shiverdecker.
Edna Shiverdecker stated the village "got took" on the top soil. She said horse weeds are growing instead of grass. She also has a problem with the alley running north-south. It has big pot holes. She talked with Chris Day and he said he would put cold patch on the alley. Russ Shiverdecker called the office and asked to talk with Mr. Day who was not in the office that day. Mrs. Shiverdecker stated that some pea gravel was put in the alley but the gravel did not help. Mr. Day stated that some alleys have been patched, but not all the alleys because of the weather. When weather permits, more alleys will be patched. The village did not put any pea gravel in the holes.
Ken Tubesing stated that the alleys uptown are the first ones to get done. The alleys on the outer edge or the village don't get
patched.

CORRESPONDENCE:
Letter from Chief Bliss asking that Brad Shafer be appointed as a volunteer firefighter after he passes his physical and drug screen.
Motion:
Carol Lunsford moved to accept Brad Shafer as a volunteer firefighter after he passes his physical and drug screen, seconded by Greg Thompson. VV: 6 yea.

ASSISTANT VILLAGE ADMINISTRATOR:
Mr. Day reported that the solicitor is working on the detachment. The village needs a new perimeter description.  Mr. Day is waiting on an estimate.  The contractor has poured the floors for the bottom sump pits.  Ameritcon has submitted their first pay request.  Barret Paving is still shooting for a June 1st start date for Dayton Street. Bids for asphalt are higher than originally estimated due to rising oil costs.  The village needs to pass an ordinance so coverage in building inspection does not lapse.  Rick Faber explained that the state now wants control of residential building licensing and certifying.  The county inspector will do this after he is certified.

RESOLUTIONS/ORDINANCES:
First reading of ordinance Authorizing the Preble County Building Regulations Department and/or the Preble County Regulations Director to Enforce the Residential Code of Ohio and/or the Preble County Building Code (which is herein adopted by reference).  Within the Village of West Alexandria, Preble County, Ohio by title.
Motion:
Carol moved to waive three readings, seconded by David Mays. Roll call vote: 6 yea.
Motion:
Ron Nisius moved to adopt the ordinance, seconded by Ian Campbell. Roll call vote: 6 yea.

ASSISTANT VILLAGE ADMINISTRATOR (CONTINUED):
Council needs to make a decision on what to do with the pool.  Mayor suggested having a public hearing, so the public would have the facts.  The pool report is on the web site.
Motion:
Ron Nisius moved to have a public hearing at 7:30 P.M. on Monday, June 5th, seconded by Russ Schenck. VV: 6 yea.
Chris Day met with WABO and Say Soccer about the park lease. 
Motion:
Russ Schenck moved to authorize the Mayor and the Clerk to sign a one year contract with both entities named on the contract for a fee of $1.00, seconded by Greg Thompson. VV: 6 yea.
