Minutes of May1, 2006 Council Meeting
Meeting was called to order with the pledge to the flag. The West Alexandria Village Council met in regular session in the Town Hall Monday, May 1, 2006. Those Council persons present were Ian Campbell, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson. Carol Lunsford was absent. Russ Schenck stated that the quote from Shindeldecker's was $10,800.00. Motion: Greg Thompson moved to approve the minutes of the meeting on April 17,2006, as corrected, seconded by Ian Campbell. VV: 5 yea.
Bills #28003-28047 and 10486-10504 totaling $45,254.47 were presented to council for payment. Motion: David Mays moved to pay the village bills, seconded by Russ Schenck. Roll call vote: 5 yea.
GUESTS: Kevin Thorpe, Thomas Smith, Charles Webb, and Chris Day.
CORRESPONDENCE: Mayor has copies of the Preble County Area CIC minutes for the meeting on February 17th and the special meeting on March 24th. Letter from Charlie Biggs inviting elected officials to the LEPC exercise at New Paris Oil on May 20th from 8:00 - 2:00. Mayor read letter from County Auditor in reference to the hearing scheduled by the State of Ohio Board of Tax Appeals in Columbus on May 10th at 9:00. Mayor Suggs and David Mays will attend the hearing about the distribution of the local governments funds for 2005. The Ohio Division of Liquor Control sent a notice concerning the transfer of a liquor license from Kwik and Kold to WBFC Liquidating LLC. Council has to decide whether to request a hearing. Motion: Russ Schenck moved to not request a hearing, seconded by David Mays. VV: 5 yea.
MAYOR: Mayor stated that the "Town Hall Times" was mailed.
RESOLUTIONS/ORDINANCES: None.
ASST VILLAGE ADMINISTRATOR: The annexation paperwork has been filed. Mr. Faber is starting on the paperwork for the detachment process. The old well at the water treatment plant has been properly abandoned according to EPA standards. There was an additional cost of $2418.00. Bushes have been planted on Dayton Street. The flowers will be planted soon. Mr. Day has a meeting with WABO and Say Soccer Wednesday night concerning a contract for the park. Parking signs will be ordered tomorrow. Mr. Day has compiled a list of properties. Letters will go out this week informing the owners that they have to mow by the 15th of the month. If they are not mowed, the Village will mow and charge at the rate of $125.00 per hour. He gave a copy of the letter he sent to Rumpke to council members. Mr. Day attended the Brock ditch meeting. The commissioners approved the project. He met with the county engineer and Kramer's. The bid will go out in June. The state still needs to send the official paperwork. The new employee will start May 8th. Mayor Suggs compiled information on the pool for the past nine years. He gave each council member a copy. Mayor Suggs recommends holding a public hearing before filling in the pool.
POLICE: Chief Webb gave the monthly report. Jason Gabbard is requesting to step down from part time officer to auxiliary reserve officer, effective May 1, 2006. Motion: Russ Schenck moved to accept this change, seconded by David Mays. VV: 5 yea. Patrick McGinnis applied for the position of auxiliary reserve officer. Chief Webb recommends appointing him. Mayor Suggs appointed Mr. McGinnis as an auxiliary reserve officer. Motion: Russ Schenck moved to accept this change, seconded by David Mays. VV: 5 yea.
