Minutes of April 3, 2006 Council Meeting
Meeting was called to order with the pledge to the flag. The West Alexandria Village Council met in regular session in the Town Hall Monday, April 3, 2006. Those Council persons present were Carol Lunsford, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson. Ian Campbell arrived late. Motion: Greg Thompson moved to approve the minutes of the meeting on March 20, 2006, seconded by Russ Schenck. VV: 5 yea. Bills #27930-27962 and 10453-10463 totaling $86,459.34 were presented to council for payment. Motion: Ron Nisius moved to pay the village bills, seconded by Carol Lunsford. Roll call vote: 5 yea.
GUESTS: Karen Mays, Ken Tubesing, Bill Bliss, Charles Webb, and Kevin Thorpe.
Ian Campbell arrived at 7:10 P.M. Ken Tubesing wanted to know the progress of the parking. The fines are listed in an ordinance. The signs need to be put up. David Mays reported that Mayor Suggs could not find prior council approval. Richard Faber stated that parking control could be done by council motion. David Mays told Mr.Tubesing that he would report to him later. Ken Tubesing then asked about the village purchasing a new utility vehicle. He asked Chris Day earlier about the validity of purchasing another truck. Mr.Tubesing does not think the village is making the best use of its vehicles. Russ Schenck stated that the old 1985 Chevy is being replaced. Mr.Tubesing does not think this is the best use of tax money. Ian Campbell replied that tax money is not purchasing the new truck. Money from the water and sewer funds is purchasing the new truck.

ASST VILLAGE ADMINISTRATOR: No report. David Mays reported the service department has been patching pot holes. The contractor is repairing the curb on Dayton Street.
POLICE: Chief Webb gave the monthly report. Carol Lunsford asked the chief about junk vehicles. Chief Webb reported that the department would start checking for junk vehicles the second week of April. Russ Schenck asked how many vehicles a person could own before he was considered a dealer. Chief Webb thought person could own five.
EMS: Asst Chief reported that they have been busy the first quarter. Volunteers filled in last week due to an emergency in the chief's family.
FIRE: Chief Bliss reported there were 38 calls the first quarter. They are servicing the vehicles. All American checked the fire trucks. An additional $9000 is needed for repairs. David Mays and the clerk will confer with the fire chief about the budget and the repairs that need immediate attention. David Mays will report the next council meeting. Chief Bliss wants some action taken on volunteer firefighters. Richard Faber stated that the fire chief must notify these individuals first.
STREETS: Carol Lunsford stated that something needs to be done with the alleys.
BUDGET: David Mays reported that he is working on an investment policy.
