Minutes of March 20, 2006 Council Meeting

Meeting was called to order with the pledge to the flag.

The West Alexandria Village Council met in regular session in the Town Hall Monday, March 20, 2006.  Those Council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson.
Motion:
Carol Lunsford moved to approve the minutes of the meeting on March 6, 2006, seconded by David Mays. VV: 6 yea.
Bills #27896-27929 and 10431-10452 totaling $48,321.54 were presented to council for payment.
Motion:
Ron Nisius moved to pay the village bills, seconded by Carol Lunsford.  Roll call vote: 6 yea.

GUESTS:
Elizabeth Saunders, Karen Mays, Ken Tubesing, Matthew Marion and wife, Rhonda Martin, Tom Smith, and Chris Day.  Elizabeth Saunders is a reporter from the Register Herald.

Ken Tubesing asked about the parking downtown. Mayor Suggs met with Chief Webb and talked with Richard Faber.  Chief Webb will recommend the limited time parking areas and fines.


CORRESPONDENCE:
Mayor read letter from Charlie Biggs in reference to a national incident management system class. He is requesting that mayors and council members take the course March 30th at 7:00 P.M. at Eaton Station 2.

MAYOR:
He copied the OML bulletin for council.  Mayor Suggs copied the ordinances passed since October 1998 and indexed the resolutions. The clerk sent them to American Legal Publishing to get an estimate on recodifying the ordinances.  Mayor Suggs delivered the February minutes to Twin Valley News.  The sign board has been updated.  A letter was sent to MBI terminating services as of August 31, 2006.  A contract has been signed with HealthServe.  Mayor read letter from Department of Commerce, Division of Liquor Control, stating that liquor licenses expire at the end of May. Individuals have to apply for renewal. There is a list of parameters for objections to current liquor license holders.  Letter from Ralph Habekost Jr. (Heartland Pavers) saying he appreciated being able to do work for the village.  He thanked Chris and his department for their help.  Mr. Habekost suggested moving the stop bars back at the intersection.

CLERK:
Gave February financial report.

RESOLUTIONS/ORDINANCES:
First reading of Resolution Amending 2006 Estimated Revenue and Appropriations by title.
Motion:
David Mays moved to waive three readings, seconded by Greg Thompson.  Roll call vote: 6 yea.
Motion:
Carol Lunsford moved to adopt the resolution, seconded by David Mays.  Roll call vote: 6 yea.
Second reading of Ordinance to Accept the Application for Annexation of Certain Territory Containing Approximately 119.469 Acres in Lanier Township and Twin Township, Preble County, Ohio, to the Village of West Alexandria, Preble County, Ohio, by title.
Motion:
David Mays moved to waive three readings, seconded by Russ Schenck.  Roll call vote: 6 yea.
Motion:
Russ Schenck moved to adopt the ordinance, seconded by David Mays.  Discussion. Greg Thompson asked why the word approximately was used.  Richard Faber replied that it was a legal term that was used in describing areas. Roll call vote: 6 yea.

ASST. VILLAGE ADMINISTRATOR:
Chris Day reported that the contractor has started working at the water treatment plant.  He has specifications for a new utility truck. He wants to purchase it through the state coop program instead of bidding it, if the state has what he wants. The new truck will replace the 1985 truck.
Motion:
David Mays moved to purchase a new truck through the state coop program or put it out for bid, seconded by Carol Lunsford.  Roll call vote: 6 yea.
David Mays asked if there is any new information on the wastewater treatment plant.  Mr. Day will put a letter together after he hears from Mr. Ramono.
