Minutes of November 6, 2006 Council Meeting(cont)
Motion: Greg Thompson moved to transfer the line items, seconded by Ian Campbell. Roll call vote: 6 yea.
STREET: At the apartment on 48 W. Second Street, the pavement is caved in near the dumpster. Chris Day will contact the property owner and Rumpke, since the pavement is on private property.
SAFETY: Russ Schenck went to the Lanier Township meeting last Tuesday. The township accepted the ambulance and fire contracts. Motion: David Mays moved to authorize the Mayor and Clerk to sign the ambulance and fire contracts, seconded by Greg Thompson. Roll call vote: 6 yea.
OLD BUSINESS: Mayor Suggs spoke with a trustee from Twin Township. The township did not take any formal action, but they are not interested in a joint park district at this time. They need money for other projects. Mayor Suggs suggested putting a levy on the ballot in the spring for the total cost of running the pool. This will put the decision on the village residents. He wants council to think about this. The disciplinary procedure on Heather Procopio is off the tablc. Mayor Suggs informed council what has occurred since last council meeting. The Mayor passed out a copy of a section of the ORC. Charles Webb is the village marshal, who is the chief of police. Chief Webb supplied Mayor Suggs with everything that has occurred since the first of this year. Upon further research of ORC 737.19, the village marshal has the right to suspend an officer. Then he has to notify the Mayor, who investigates the charges and renders a judgement. If the suspension is for more than three days, the officer has the right to appeal within five days of the judgement. Chief Webb will prepare a list of charges and give it to the Mayor and give a copy of the list to Heather Procopio. Mayor Suggs will render a judgement. Ms. Procopio will have an option to appeal if the suspension is more than three days. Carol Lunsford stated she has had calls from firemen, bus drivers, and citizens about reinstating the fire siren for fire calls during the day but not at night. Motion: Carol Lunsford moved to have the siren blow for fire calls, but not between 11:00 P.M. - 7:00 A.M., seconded by David Mays. Greg Thompson mentioned that one of the reasons the siren was not set off for fire calls was that EMS and police personnel stated that when the siren blew, one could not hear the individual sirens of people responding to the station for calls. The siren would only blow for catastrophic events. Discussion. Mayor Suggs stated that if the siren should blow because of the safety of personnel, then the siren should also blow for EMS and police calls. Edna Shiverdecker stated that people come down the alleys fast Greg Thompson asked how one would know the difference between the fire siren and the tornado siren, because the siren rotates making it difficult to tell whether it is a fire call or a continuous siren. Russ Schenck mentioned that when the fire siren goes off, one can not hear individual volunteers responding to the station. Chief Martin suggested blowing the siren only during school hours. Roll call vote: Campbell - yea, Lunsford - yea, Mays - nay, Nisius - yea, Schenck - nay, Thompson - nay. 3 yea 3 nay. Mayor Suggs voted nay.
NEW BUSINESS: Carol Lunsford asked about office staff on Friday. Karen Mays is in the office for several hours. Budget Committee will meet at 7:00 P.M. on Monday, November 20th. Motion: Russ Schenck moved to have a work session on November 20th at 7:00 P.M., seconded by Ron Nisius. VV. 6 yea. Motion: David Mays moved to adjourn, seconded by Greg Thompson.
