Minutes of November 6, 2006  Council Meeting


Meeting was called to order with the pledge to the flag.
The West Alexandria Village Council met in regular session in the Town Hall on Monday, November 6, 2006. Those council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck and Greg Thompson.
Motion:
Carol Lunsford moved to approve the minutes of the meeting on October 16, 2006, seconded by David Mays. VV: 6 yea.
Bills #28416 - 28475 and 10691 - 10739 totaling $124,667.87 were presented to Council for payment.
Motion:
Carol Lunsford moved to pay the village bills, seconded by David Mays. Roll call vote: 6 yea.

GUESTS:
Traci Webb, Mark Ulrich, Chris Day, Chief Webb, Karen Mays, Matthew Marion, Rhonda Martin, Elizabeth Saunders, James Frizell, Timothy Hedges, David Kershner, Thomas Smith, and Edna Shiverdecker.

CORRESPONDENCE:
Letter from Preble County Auditor in reference to the 2007 distribution of local government funds. The distribution formula was passed by the entities.  Mayor Suggs passed out a copy of the Preble County Area CIC minutes. Received a copy from OML about proposed legislation.  Mayor read letter from Mark Ulrich supporting the Twin Valley Schools. Letter from Time Warner saying there would be an adjustment of rates.

ASSISTANT VILLAGE ADMINISTRATOR:
Chris Day reported that he had to order a new motor and work on the propeller for the leaf pickup truck.  Russ Schenck asked if the village was pressing sludge was the sludge truck still needed. Mr. Day stated that he was looking at a unit which would do multi tasks.
David Mays asked about the negotiation for the purchase of land. Mr. Day replied that he heard the land was being surveyed and maybe be donated to an university.  They are trying to finish the exterior work at the WTP and complete the interior work in January. The startup of the filtration system will be late November or early December.

POLICE:
Chief Webb has resignations from Rebecca Davidson and Timothy Hedges. Mayor Suggs read the resignations.
Motion:
David Mays moved to accept the resignations, seconded by Russ Schenck. VV: 6 yea. Matthew Marion and Patrick McGinnis have successfully completed their six month probationary period as auxiliary reserve officers. Chief Webb is recommending they be appointed as part time officers at $8.48 an hour. Mayor Suggs appointed Matthew Marion and Patrick McGinnis as part time police officers.
Motion:
Russ Schenck moved to approve the Mayor's appointments and pay each one $8.48 an hour, seconded by Greg Thompson. Roll call vote: 6 yea.
EMS:
Chief Martin asked if the EMS could bill for a hazmat spill. Mayor Suggs replied yes. He would put a copy of the ordinance in Chief Martin's mailbox. The EMS used the old unit for a bus accident in Farmersville, so they could keep the new medic in service.

FIRE:
Mayor stated that Chief Bliss billed for the haz mat spill. He listed the cost for personnel and the fire trucks. The solicitor of a municipality can bring
a charge against the person or company responsible for the hazmat spill.

BUDGET:
David Mays reported that he and Ian Campbell would meet some time in November The following line items need to be transferred: General Fund - $5000 from reserve to solicitor; Street Light Fund - $500 from contract service to utilities; Fire Operating - $40 from equipment to supplies grant; Ambulance Operating - $1115 from training grant to training supplies, $1000 from wages to supplies, and $111.75 from equipment to supplies.
