Minutes of December 4, 2006 Council Meeting
Meeting was called to order with the pledge to the flag. The West Alexandria Village Council met in regular session in the Town Hall on Monday, December 4, 2006. Those council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck and Greg Thompson. Motion: Carol Lunsford moved to approve the minutes of the meeting on November 6, 2006, seconded by Ron Nisius. VV: 6 yea. Bills #28476 - 28517 and 10740 - 10758 totaling $48,824.90 were presented to Council for payment. Motion: David Mays moved to pay the village bills, seconded by Greg Thompson. Roll call vote: 6 yea. GUESTS: Traci Webb, Mark Ulrich, Chris Day, Chief Webb, Karen Mays, Rhonda Martin, Elizabeth Saunders, James Frizzell, and Edna Shiverdecker. CORRESPONDENCE: Mayor gave council copies of the OML bulletin on the current legislation being proposed at the state level. RESOLUTIONS/ORDINANCES: First reading of Ordinance Regulating Public Meetings of the Village of West Alexandria, Preble County, Ohio, Other Than Regular Meetings of Council by title. Motion: Ian Campbell moved to waive three readings, seconded by David Mays. Roll call vote: 6 yea. Motion: Ron Nisius moved to adopt the ordinance, seconded by Ian Campbell. Roll call vote: 6 yea. Motion: Russ Schenck moved to post the notices of meetings on the web site, the front door of the Town Hall, and the Post Office, seconded by Ian Campbell. Roll call vote: 6 yea. First reading of Resolution Establishing Temporary Appropriations of Funds for 2007 by title. Motion: Greg Thompson moved to waive three readings, seconded by David Mays. Roll call vote: 6 yea. Motion: Ron Nisius moved to adopt the resolution, seconded by Greg Thompson. Roll call vote: 6 yea. First reading of Resolution to Contract Richard V. Faber, Jr. as the Village Solicitor of West Alexandria, Ohio, for the Calendar Year 2007 by title. Motion: Russ Schenck moved to waive three readings, seconded by Ian Campbell. Roll call vote: 6 yea. Motion: Carol Lunsford moved to adopt the resolution, seconded by Ron Nisius. Roll call vote: 6 yea. ASSISTANT VILLAGE ADMINISTRATOR: Chris Day reported on the WTP. There is some heat in the building. The tentative startup of the filters will be the week after Christmas. The interior should be finished by the end of January. Leaf pickup is finished. They are getting the equipment ready for snow removal. POLICE: Chief Webb reported that the school zone is remarked. The new part of the school zone is posted with the times. The old part has no times. There are no signs that state where the end of the school zone is. His department and the OSP have been writing tickets for speeding in the school zone. Chief Webb gave Council his October and November monthly reports. The fuel pump is going out on car 3. It will probably be repaired next week. Mayor Suggs read a letter of resignation from Jason Gabbard. Motion: Russ Schenck moved to accept his resignation, seconded by Ian Campbell. VV: 6 yea. EMS: Chief Martin reported the department has had 551 runs so far. The protocol is changing next year. She would like Doug Whiteaker appointed to the EMS. Motion: Greg Thompson moved to accept Doug Whiteaker, seconded by David Mays. VV: 6 yea. December 15th is the EMS Christmas dinner. She stated she handed the mayor some job descriptions. Mayor Suggs states that he is still reviewing the job descriptions. Some of her personnel would like to train as firefighters. FIRE: Mayor Suggs read a letter from Bill Bliss requesting Cory Collins be appointed as a firefighter. Motion: Greg Thompson moved to accept the appointment, seconded by Carol Lunsford. VV: 6 yea.
