Chief Webb stated that part time officers are required to work 24 hours per month.   Officer Procopio turned her September schedule in one day late.  Officer Procopio stated she turned her schedule the same day as another officer.  Both of them turned in schedules late.  The other officer was scheduled for September, but she was not scheduled.  Chief Webb told her to contact the other part time officers to see if she could get 24 hours for the month.  Officers turn in schedules for the open shifts.  He stated that some officers only request three shifts.  He stated that Officer Procopio signed off on the paperwork for the other incidents.  Officer Procopio stated that sometimes she would request 3 shifts and only be scheduled for 2 shifts.  The civil rights commission and the FOP advised her not to work until her complaint is investigated.  Rick Faber sent a letter to the F.O.P. September 1st in response to the letter the village received on August 31st.   Mr. Faber requested specifications of the allegations that Officer Procopio made to the F.O.P.   He read both the letter from the F.O.P. and his response to council.   David Mays said he is sensitive to EEOC if a complaint was filed, but not with the FOP because it was not relative.  Officer Procopio stated that she was not able to have someone here tonight, because she just received notice (the certified letter) last Thursday, October 12th, from Chief Webb. 
Motion:
Greg Thompson moved to table the matter until next the council meeting on November 6th, seconded by David Mays.  Discussion. Chief Webb said he followed the employee handbook. Greg Thomspon stated he wanted the facts.  Roll call vote: 6 yea.

INCOME TAX: 
Karen Mays has an ordinance amending the current income tax ordinance. Rick Faber read the title - An Ordinance Amending 880 of the Village Ordinances.  Karen Mays explained that the original income ordinance was passed in 1985.  The ordinance has been amended for late fees and some changes in the state law on income tax. This ordinance she is presenting tonight is a finalized draft that Mr. Neusser has done, so the ordinance would meet the changes in law on the federal and state levels.  It needs to be in place by January 1, 2007.   She gave a summary of the changes to council.

Carol Lunsford moved to waive three readings, seconded by Ian Campbell. Roll call vote: 6 yea.
Motion:
Ian Campbell moved to adopt the ordinance, seconded by Ron Nisius. Roll call vote: 6 yea.

EMS:
Charity Whiteaker had a drug screen.
Motion:
Carol Lunsford moved to approve Charity Whiteaker as an EMS member, seconded by David Mays. VV: 6 yea.

INCOME TAX ADMINISTRATOR:
Karen Mays gave a written report. She has received an estimate on the cost of a new income tax program - $6200. She will do a bridge from the old to the new system.

BUDGET COMMITTEE:
David Mays has scheduled a meeting with the Mayor, Chris Day, and Ian Campbell on November 20th to finalize the budget. 

SAFETY COMMITTEE:
Russ Schenck has the analysis for the fire and ambulance contracts. The ambulance reserve needs to pay off the current ambulance and build toward the purchase of a new ambulance.
Motion:
David Mays moved to approve the amounts for the contracts, seconded by Greg Thompson. Roll call vote: 6 yea.
Russ Schenck stated that Chief Webb and his department collected data in reference to a crosswalk at Education Drive.  Mr. Schenck feels that it is unsafe to put a crosswalk at Education Drive.  He said the crosswalk could be moved to 4th Street, but there is already a crosswalk at 3rd Street.  Chris Day received an e-mail from Mr. Vorst today.  The school zone will be from Second Street to the start of the curve past Education Drive. Mr. Vorst thinks Education Drive is a bad place for a crosswalk.  Chief Webb recommends leaving it as it currently is.

Russ Schenck moved to take no action on a crosswalk, seconded by Greg Thompson. Roll call vote: 6 yea.
Mayor Suggs thanked the police department for their time and effort on gathering data.
The village newsletter will be mailed out the last week of October.
