Minutes of October 16, 2006  Council Meeting


Meeting was called to order with the pledge to the flag.

The West Alexandria Village Council met in regular session in the Town Hall on Monday, October 16, 2006. Those council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck, and Greg Thompson.
Motion:
Carol Lunsford moved to approve the minutes of the meeting on October 2, 2006, seconded by David Mays. VV: 6 yea.
Motion:
Carol Lunsford moved to approve the minutes of the special meeting on October 12, 2006, seconded by David Mays. VV: 6 yea.
Bills #28391 - 28415 and 10677 - 10690 totaling $47,089.28 were presented to Council for payment.
Motion:
David Mays moved to pay the bills, seconded by Ron Nisius. Roll call vote: 6 yea.

GUESTS:
Karen Mays, Chris Day, Chief Webb, Tim Timson, Tom Smith, Heather Procopio, and Rhonda Martin.

CORRESPONDENCE:
Mayor read certified letter from Rick Johnson regarding a tree at Peace Park, which is on village property. The tree is leaning toward his house. Chris Day has contacted Eby's Tree Service. Rick Eby will remove the tree when the ground is not so wet.

RESOLUTIONS/ORDINANCES:
Second reading of Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor by title. 
Motion:
Russ Schenck moved to waive three readings, seconded by David Mays. Roll call vote: 6 yea.

Carol Lunsford moved to adopt the resolution, seconded by David Mays. Roll call vote: 6 yea.
Third reading of Resolution Regarding the Distribution of Local Government Funds and Local Government Revenue Assistance Funds by the Preble County Budget Commission Pursuant to an Alternative Formula (R.C. 5747.53 and 5747.63) by title.
Motion:
David Mays moved to adopt the resolution, seconded by Greg Thompson. Roll call vote: 6 yea. Mayor Suggs explained the distribution between the county, the villages and the City of Eaton, and the townships.

ASSISTANT VILLAGE ADMINISTRATOR:
Chris Day gave a written report to council. The department is picking up leaves.  Residents should rake leaves on the grass strip between the sidewalk and the curb.   Mr. Day has a copy of names for the plaque at the water treatment plant.  Every one should check to see if his (her) name is spelled correctly.  Carol Lunsford asked about the water leak at the west end of town. The department has been checking, but has been unable to find the leak. There is no line where the water is.   Mr. Day said the department would keep checking.  The water line was put in about thirteen years ago.

POLICE:
Chief Webb has a situation with an officer.  Heather Procopio has been sent a certified letter in reference to not meeting the monthly minimum work requirements.  Mayor Suggs recommended a five day suspension.  Officer Procopio has had two previous incidents.  She has been verbally reprimanded and has received a written reprimand and been counseled.  The next step according to the employee handbook is suspension.  Officer Procopio stated she filed a complaint against an officer on the department with the FOP and the civil rights commission.  She said the FOP recommended she take a leave of absence until the complaint was resolved.  She stated her request for leave was denied.  Carol Lunsford said she talked with the president of the FOP who said Officer Procopio should be granted a leave of absence.  Officer Procopio then stated her suspension would not be happening if she had been granted a leave of absence.  Council questioned whether this issue should be discussed in open or executive session.   Mr. Faber stated that it was up to Officer Procopio.  Officer Procopio stated it was fine to be in open session.
