Minutes of October 2, 2006 Council Meeting
Meeting was called to order with the pledge to the flag.
The West Alexandria Village Council met in regular session in the Town Hall on Monday, October 2, 2006. Those council persons present were Ian Campbell, Carol Lunsford, David Mays, Ron Nisius, Russ Schenck and Greg Thompson.
Mayor Suggs called a ten minute recess, so council members could look at the new ambulance. Back in session at 7:15 P.M. Motion: Carol Lunsford moved to approve the minutes of the meeting on September 18, 2006, seconded by Ron Nisius. VV: 6 yea.
Bills #28364 - 28390 and 10660 - 10676 totaling $177,860.83 were presented to Council for payment. Carol Lunsford questioned how many pairs of work boots were purchased. Mr. Day replied three pairs. She also asked how many nights the lodging was. Mr. Day replied that it was for four nights. Motion: David Mays moved to pay the village bills, seconded by Ian Campbell. Roll call vote: 6 yea.

CORRESPONDENCE: Letter from Preble County in reference to the Gasper Township lawsuit. Gasper Township proposed an alternative formula which stated the townships should receive 1/3, the county should receive 1/3, and the villages and the city of Eaton should receive 1/3 of the local government revenue funds. The commissioners and the tax commission rejected the proposed alternative formula made by Gasper Township. The county proposed a new alternative formula for 2007 and 2008. The county would receive 48%, the villages and city would receive 40% and the townships would receive 12% in 2007. In 2008, the county would receive 47%, the villages and city would receive 39%, and the townships would receive 14%. The commissioners rejected funding the park district from the local government revenue funds. They said they would fund the park district from other county revenue. The townships' share would be based on mileage and population.
RESOLUTIONS/ORDINANCES: First reading of Resolution Regarding the Distribution of Local Government Funds and Local Government Revenue Assistance Funds by the Preble County Budget Commission Pursuant to an Alternative Distribution Formula (R.C. 5747.53 and 5747.63) by title. The County would like this resolution accepted or rejected by October 17th.
ASSISTANT VILLAGE ADMINISTRATOR: Chris Day gave a written report to council concerning the WTP, the Brock ditch, property maintenance, recodifying the village ordinances, and the school issues. Carol Lunsford asked about the drainage ditch. Mr. Day reported that the county opened some plugged pipes. Mr. Day will be drawing up a plan for leaf pickup. He spoke with Bill Vorst on the school zone and the crosswalk. The two school zones will be combined into one school zone and new signs installed. Data is still being collected as to whether a crosswalk should be put in and where it should be located. He is working with the school. Originally there was no sidewalk along Education Drive. Ron Nisius asked if the crosswalk could be put at Fourth Street. ODOT sent copies of original plans the school district sent for pedestrian traffic. The school had crosswalks at Dayton & Main, Voge & Dayton, and Third & Main as designated intersections for students to cross N. Main Street or Dayton Street. Mr. Day and Mayor Suggs are working with the school superintendent about safety. Mayor asked the superintendent to request the students to use the recommended crosswalks until the study is finished and a decision made. David Mays stated the data should be collected and reviewed.
